It is the sole prerogative of the prosecuting authority (District Attorney, County Prosecutor, whatever you call them) to decide which cases go forward and which do not. While most prosecutors do take the feelings of a victim into account, they are in no way, shape, or form required to drop a case that the victim wants dropped (if they were, hardly any DV cases would ever be filed), nor do they have to pursue a case that the victim wants prosecuted. Similarly, if the victim informs the police that they don’t want to pursue the matter, then the police can take this into consideration. Or they can continue to investigate the matter without the victim’s cooperation. Once a report of a crime is filed with the police, the matter is out of the hands of the victim, and entirely in the hands of the state. Crimes are considered violations of the law against the state, not against the victim, and prosecutors represent the state,
